ICT Minister Appoints Dalia Elbaz as Advisor on Postal Affairs, Acting Chairperson of Egypt Post

The Minister of Communications and Information Technology Amr Talaat has issued a decree appointing Dalia Abdullah Mohamed Elbaz as Advisor to the ICT Minister on Postal Affairs for a one-year term, and Acting Chairperson of the Egyptian National Post Organization.

Elbaz is a seasoned banking executive with nearly 30 years of experience in risk and operational management, IT, corporate governance, and corporate banking.

In September 2017, she was appointed Deputy Chairperson at the National Bank of Egypt (NBE), where she showcased her strategic vision and contributed to transforming and improving banking operations through digital innovation. At NBE, she successfully led the implementation of a core banking system that streamlined key operations, and she oversaw risk management functions, including operational risk management and business continuity, which strengthened the bank’s risk management framework.

Before serving as Deputy Chairperson, Elbaz was Chief Operating Officer and managed the Information Technology Department at NBE from December 2015 to 2017. Between 2008 and 2015, she served as Operational Risk Management Group Head.

Earlier in her career, Elbaz worked at Barclays Egypt as Head of Operational Risk Management and Risk Control from 2004 to 2008, and as a Relationship Manager in Corporate Banking from 1995 to 2004.

Elbaz’s impact in the financial and banking sectors earned her the 13th spot on the Forbes Middle East 100 Most Powerful Businesswomen lists for 2023 and 2024, and she ranked 20th on Forbes Middle East’s Most Influential Women list in 2018.

She holds a Bachelor of Business Administration with a major in Economics from the American University in Cairo (AUC).
